Cabinet approves OTS Scheme-2026 to accelerate Nava Raipur’s Development under leadership of Shri Vishnu Deo Sai

Raipur, Chhattisgarh Council of Ministers, chaired by Chief Minister Shri Vishnu Deo Sai, has approved the One Time Settlement (OTS) Scheme-2026 for plot holders of plots and built-up properties allotted by the Nava Raipur Atal Nagar Development Authority (NRDA). The scheme aims to provide relief on interest and surcharge, resolve long-pending cases, revive stalled projects, and boost investment and development in Nava Raipur.

Chief Minister Shri Vishnu Deo Sai said every decision of the state government is guided by the objective of accelerating development and providing practical, public-centric solutions. He said the OTS Scheme-2026 would strengthen investor confidence, facilitate the resolution of pending cases, and give fresh momentum to the planned and integrated development of Nava Raipur.

Housing and Environment Minister Shri OP Choudhary said the state government, under the leadership of Shri Vishnu Deo Sai, is continuously introducing policy measures to create a transparent, reliable and investment-friendly environment. He said the OTS scheme-2026 offers a positive opportunity for allottees willing to move forward with their projects by helping restart stalled developments, reducing unnecessary litigation, ensuring better utilisation of land, and encouraging investment and economic activity. He added that the decision is an important step towards developing Nava Raipur as one of the country’s leading planned and modern cities.

The scheme also provides an exit option for allottees who are unwilling to develop their allotted projects. Such allottees will be allowed to surrender the allotted land and withdraw from their agreements, reducing legal disputes and enabling quicker and more effective utilisation of land.

The OTS Scheme-2026 will remain in force from its date of implementation until March 31, 2027, and applications received during this period will be processed as per the prescribed provisions. A large number of pending cases across different land-use categories are expected to benefit from the scheme.

According to NRDA, the scheme does not provide any concession on the land premium, and no settlement will be made below the prevailing reserve premium value. As a result, the Authority will not incur any financial loss, while eligible allottees are expected to receive relief of approximately Rs 61.96 crore in interest and surcharge.
